Both trays have 25 plants that are soft. The difference lies in the purpose of the trays. The soft succulent trays can be just any soft succulent, while the indoor succulent tray is designed around soft plants that make better house plants, even in warm climates.
For instance, you might find more Haworthia in the indoor succulent tray because, even though they're soft, they don't like to get so much light.
There is a good chance that if you bought both of them, you would get duplicates though. I hope this helps!
